As an official beta tester.... errr I mean first day purchaser, I have lived the frustration of this game. For the PC it is nothing less than a beta. There is VERY VERY widespread issues with lag and choppiness. I was no exeception. Knowing I have a good rig allowed me to endure nearly two days of benchmarks and tests to ensure it was the game being this low quality and not me. When I started I was getting less than 1 FPS and just constant lag. Here are the things I did and other are too to get it to work.
First the console commands that will help you track your progress.
"~" to bring up the console
/CG_drawlagometer 1 (this brings up a graphic to show you lag, green is happy and rare, yellow is slightly unhappy and red=bad)
/CG_drawfps 1 (this gives you your FPS in the top right)
These will guide you to know if you are making progress.
Next install Direct X again, I know you have direct X installed, but do it again. The game installed the redistributable .exe onto your machine but didn't install it. Installing it again now after the install of COD BO is supposed to help.
(default location is here)C:\Program Files (x86)\Steam\steamapps\common\call of duty black ops\Redist\DirectX\DXSETUP.exe
Finally and most important is this
For some reason they default your machine setup to funky things, the two most important seem to be whether your CPU is multi core and whether your GPU is a single or crossfire/SLI setup.
Goto your config file:
Multi-player is:
C:\Program Files (x86)\Steam\steamapps\common\call of duty black ops\players\config_mp.cfg
Single player is: C:\Program Files (x86)\Steam\steamapps\common\call of duty black ops\players\config.cfg
Open this in wordpad. It word wraps and makes this file human readable, notepad will make it less so.
do a search for "seta r_multiGpu" you will find seta r_multiGpu "0" (maybe "1")
If you have have a SLI or Crossfire, set this to 1 if not than set it to 0
For example my machine is a single video card not a SLI/Crossfire so my line would read:
seta r_multiGpu "0"
The next line in that config is:
seta r_multithreaded_device "1"
The value should be "1" for a dual or quad core and "0" for a non multi core.
Finally the last thing I changed. In the config menu in the game their is a "Sync every frame" I changed this to "no"
With those changes I went from fps < 1 to fps~60

As for the game. Its fun if you liked COD4, you will like this. Its a VERY similar game. I will do a more in depth review tomorrow , you know day 3 with game, day 1 of being able to play it without spending the majority of my time troubleshooting.
